Try going to <http://www.freshmeat.net> and searching for PDF.  When I did 
just now, 74 results came back.  There are a number of PDF manipulation 
utilities there, many of which are open source.  They're almost certainly 
written in C/C++, but might provide a roadmap or some good examples to help 
you get started with PDF files...
