Borland C++ Builder Compiler

When I try to download Borland C++ Builder Compiler, a screen asks to click
STEP 1. When I do it, a beep is heard and nothing else happens. I tried to
verify that my browser (IE 5.00) is supporting JavaScript and cookies, and I
think it is doing so, but I am not sure. Any help on this matter?
