Virtual PC? Yep, it's been around for ages...

It's not as efficient as running the apps directly on a PC (I
certainly would have thought the latest games would have problems) but
as far as I know it does tend to work...

Also for rather different approaches to this sort of thing look up
VMWare and WINE...
