How about if Rob had a vote every month or so, where people could vote 
on a specified type of submission. Rob could award the winning 
submission 5 or 10% of the monthly, unused RDS bucks.

Or instead of using the unused RDS bucks, only registered users would be 
able to vote, but could vote using their monthly RDS bucks. $1 per vote.
