Anyone who cares would send the completed thisProgram_comments.template file 
to the author, and adding the database to the released package would have to 
be encouraged as helping to spread both the program and the language. It would 
be the author's call to update the released database with the new entries.

Of course. The author may consider contacting the persons who translated 
earlier versions for updating the comments, do it himself, possibly ask some 
download site to care about it, etc etc.

The only real problem I can see here is that the format of the database must 
accommodate unicode strings in various encodings. Unless some standard 
encoding and byte ordering is suggested/enforced.
