system command question

I have a menu program (or 2) which launch other programs using:

   temp = system_exec ("exw.exe "&subIndex[i]&".exw " & saemRec[saemEmployeeNbr]
	& " " & saemRec[saemDataBase] & " " & str(saemRec[saemWhseNbr]),0)

When this is shrouded to an exe file I'm having trouble seting up environment
vars
and or paths to execute the program. All the programs will launch if run
directly but not if one "systems" to another. What do I need to setup
to do this. I'm not understanding something here.
