Euphoria 3.1 Official Release

I've updated the Web site with version 3.1 for all platforms.
The Windows/DOS release candidate was tweaked in
a very trivial way in making it official. 
The Linux and FreeBSD release candidates were left as is.

You can download 3.1 from the usual place:

The release notes are here:

All of the 3.1 code and documentation has been 
checked in to SourceForge. Let me know if their
are any problems.
