Win32IDE update

Just wanted to thank LEVIATHAN for bringing a problem with the red
sizing control on the Control Panel of the Win32IDE.exe program
i had posted a week or so ago to my attention.
  I made some last minute changes and apparently it affected the 8 buttons
involved with the red sizing.
If anyone else had experienced that problem there is always the
'select' mouse mode in which you can draw any size rectangle you like.
I added the sizing buttons to provide a means of changing the size and
position of objects more precisely.
  In any case, im uploading an updated Win32IDE.exe file to RDS.  To
upgrade you only need download the new single file if you already
downloaded the complete package.  Simply unzip to your working directory
and overwrite the old Win32IDE.exe file.
