A while back Gary, just....disappeared...

It was a library written in Delphi, as I recall.  Once the translator
becomes available, we could certainly put win32lib into a DLL, but then we'd
need to wrap win32lib (seems very weird :).  It might make sense, if there
were a significant performance increase.  Of course, it could also be used
by other languages, at that point.

Unless Gary comes back, I don't think we'll be able to recover VEL, since I
don't think he released his source. :(
