Dos Dialup Networking

Hi
Does any one know of a program to config a dialup network for dos.
It would be nice if you could do that in euphoria {hint,Hint}
also does anyone know how to get on the internet with Windows 3.1
Does it come with Dial-up network or do you have to download it from
some other place?
