Yes it does. Any file on the RDS site can receive
Micro-Economy contributions, whether the author is a
registered user of Euphoria or not. You can use the
dollars you receive to reduce or eliminate the cost
of registering or upgrading.  However, only
registered users (of any past or present release) can vote.
