What version of MSIMG32.DLL are you using? The reason I ask is that I was playing with this function on my Win98 system and it leaked quite bad. When I looked it up on msdn.microsoft.com, they acknowledged the leak and said it was fixed in the version shipped with Windows ME. They also provided a workaround for doing transparent blts.
