Most programs like gtk2 or qt are built on top of the xlibraries
like the intrinsic toolkit or motif.

Take a look in /usr/X11R6/lib/X11/app-defaults directory.
These same type of files can also be found in
/usr/share/apps/kdisplay/app-defaults directory. 

The resources maybe compiled and embedded in to a program which
is probably what themes are; compiled resources.
