Judith, What would be helpful is that anything built in layer 0 be by default visible in other layers, for placing controls in those layers relative to the layer 0 controls. And of course, if a control is made in a *layer*, over the top of, say, a *group* in a base layer, that control should be parented to the *group* in the base layer.
