I agree, "layering" would be a nice addition to IDE. I'm thinking the IDE
user would request/select a layer somewhat like requesting/selecting a new
project window.
BTW, Dan, I fixed the bug where Groups did not carry their children along
when moved off screen in a later version of IDE than you are using.

And Judith's suggestion to put controls "off-screen" (negative x positions)
might have worked, except it seems that when a GROUP is put offscreen, it's
child controls don't get carried with it. At least that's what I'm getting.
