Win32 Palette - Help!

I have wrapped the Palette functions for win32lib but, alas, not all of 
them work. Could anyone please check my code and figure out what went 
wrong? The 2 files total about 9k and I thought I'd send the files 
direct rather than over the mailing list, so please send a note to:
