I tried building the windows-x64 in Linux under WSL. Took a while but it ended with 

Processing file '../include/std/win32/sounds.e' ... done 
Processing file 'unsupported.txt' ... done 
Processing file 'release/4.2.txt' ... Could not read file '/mnt/c/TEMP/euphoria/docs/../docs/release/4.2.txt' 
make[1]: *** [/mnt/c/TEMP/euphoria/source/Makefile.gnu:776: /mnt/c/TEMP/euphoria/source/build-windows-x64/euphoria.txt] Error 1 
make: *** [build.mak:141: /mnt/c/TEMP/euphoria/source/build-windows-x64/html/index.html] Error 2

Seems to be fully functional though
