That 20-year-old pp module does still talk to my printer (a Cannon MG2250), albeit with somewhat imperfect (tiny size) results.

What I found was: 

include w32591.ew   -- PL 19/5/04 This is the one which actually prints proper....

and 

-- win32prt.ew 
-- Replacements for win32lib print routines.
I've put them in a zip file on http://phix.x10.mx/pmwiki/pmwiki.php?n=Main.Win32lib7ForPhix - good luck!
The rest of it is in a pretty bad state so alas I cannot provide a complete working program, sorry.
Just to be crystal clear, I only tested them on Phix, and apparently I did tweak/update them somehow in 2016.
