eublat setup help

I'm trying to use eublat instead if "system blat.exe" and am getting an error.
I guess it can't find the blat.dll. Where should I put it? So far I've only
included eublat.ew in the program. Here's the error message.

C:\Acutrack\lib/eublat.ew:224 in function sendBlat() 
c_proc/c_func: bad routine number (-1)
