Thanks for the screen shot. I can see you're missing a few fields, one of which is "Assigned to" so that's defaulting to NULL. So many little things on this site are broken.

I guess you need "developer" access to create tickets, which I've granted to you now. Another thing to add to the list of features and fixes for the new website.
