linux exu she-bang

Why can't you use the following she-bang in a Euphoria program ?

#!$EUDIR/bin/exu

Why do you have to use the full path instead of taking advantage
of the enviorment variables.
If this could be done then a program would run on any system that
has the proper EUDIR settings.
