In short, the City of Munich holds an annual review (that is, one every year) regarding its IT. Back in 2003, the switch to GNU/Linux/LiMux was made during one such review. And naturally, any decision to switch back could be made in another, future review.

However, the City has consistently chosen to stay with LiMux. In fact, the most recent complaint was not concerned with moving away from GNU/Linux/LiMux but a couple of exemptions to having Windoze for a few unspecified (but implied to be minor) use cases.
