Fair enough perhaps, but then why did the Web page creators present that
example / those examples as 'the "Hello World!" program', rather than as
'some meaningless hybrid of "Hello World!" and a generic while loop'? I
wrote to the Webmaster, who explained / made the excuse that some of his
students put the whole thing together.

Maybe it would be better to look at references that were developed by people
with more advanced credentials; or at least, to be aware of the source of
what you're looking at.
