To what extent, then? A worm can "predict" that it will die if it doesn't eat, so it scrounges for food. (I know it's acting on instinct (or is it?), but we need more concrete, less ambiguous evidence for intelligence.) I was going to suggest "survival" as an indicator of intelligence, but it's too general and easily emulated by non-intelligent entities... like plants. :)

Recently a worm's brain was dissected neuron by neuron, simulated in software, and applied to a robotic worm, mechanical bones, muscles, skin. The robot woke up and began acting like a worm, with zero behavioral programming. See:
