I believe that any file that Norton or Symantec has not seen before, and which has the capabilities that a compiler or interpreter is bound to have, will be marked as WS.Reputation.1 unless it comes from certain trusted sites such as Microsoft or Adobe. It is intended to mean that the file has not achieved a good reputation. Not surprising if it is new. Furthermore, taking avoiding action as if it is malware will give it a bad reputation.

I am using Microsoft Security Essentials which gives more of a hint that it doesn't know much about the file.
