FreeDOS is compartible with MS-DOS.

Let me toss this out there again: Once compiled, why would Eu need an OS? On a computer that does have an OS, change all OS calls into BIOS calls, then compile the result, and load it appropriately onto the harddive and tweak the boot sector to point to it. Options could include searching for compiled .e files to merge at boot time so everyone could add EUOS extenders (nod to http://jjprog.tripod.com/euos.html ).
