eu ver 4.03 translator ?

In the source directory looking at source.doc file it says :

To translate the interpreter into a fast .exe for a given platform: 
    
   ec [-wat] [-djg] eu.ex    (DOS) 
 
   euc [-wat] eu.ex          (Windows) 
 
   euc eu.ex                 (Linux / FreeBSD)

Where is ec.exe to translate the DOS version of eu.ex ?
