If you really want a BBS, then you need:
several phone lines
several modems
a multi-port serial card ($$)
software to run the bbs
software to manage the modems.
much time to keep it going.
On the other hand, you can run a web server / news server / mail server / ftp
site with 1 modem and an ISP. Many people can connect at the "same time".
This can be done with Windows, but it's much easier with Linux.
The only difficulty is getting a permanent  (static) Internet address. Some
ISP's will supply one, maybe at extra cost. You have to ask.
