Did you try setting the location of eu.a in an eu.cfg file? Mine looks like this (on my linux box) 

... 
[translate] 
-gcc 
-con 
-com /usr/share/euphoria/ 
-lib /usr/share/euphoria/bin/eu.a 
-lib-pic /usr/share/euphoria/bin/euso.a 
...
