Ecstacy bug now fixed.

I've just fixed the tick_rate() bug with ecstacy, it is now safe to use
tick_rate() with the Ecstacy Sound System. The bug turned out to be
something to do with the different acuracy of using tick_rate() vs. not
using tick_rate() causing some low level routines to "do bad things".

So, Ecstacy is now useful as a game sound library as I intended it to be!
