The win32lib documentation for getOpenFileNameEx should have a fourth parameter extra.
Use this paramater to specify the initial filter index.

  filename = getOpenFileNameEx(  
              Window1,               -- parent window  
              "e:\\euphoria\\stocks\\",                       -- no default name  
              {  "Text Files", "*.TXT",    -- text files  
                 "Data Files","*.DAT",
