A bug. It should not be required to refresh the page. When refreshing the page, don't you loose your newly entered data?

You don't lose your changes/new data. You do a bit of editing then decide to preview; the preview button does nothing (or nothing within about ten or twenty seconds anyhoo), so you reload the page. The reloaded edit window has all the changes in and you press the preview button and it works. This, btw is before the page has been "saved".
If you are hitting the preview button first and then reloading the page, it's possible that the preview button embeds the content of your data into the current URL, and then the page reload will reload the new URL with the embedded data. (I had to bump up the max URL size/GET request size some time ago since people were reporting errors about this.)
However, if you enter data into an edit page and then hit reload without first hitting preview or any other button, I'd expect the data to get lost.
