No, EDBI was designed w/4.0 in mind. I'm sure someone could port it to 3.1, but I have no interest in it nor wish to maintain it even if someone submitted patches. Thus, EDBI will remain 4.0, as do all of my projects. 4.0 is so much easier and such a pleasure to develop in, I cannot see ever doing anything in 3.1 any more.
