We have a wiki, so why not use that?
The reason I suggested the forum is that it could be a weekly thing bringing traffic to the website on a weekly basis to read the new Tip of the Week. Also in my thinking is that most people don't visit the wiki or check what's new yet. Being on the forum it would gather more exposure.
It would be cool to archive the Tip of the Week on the Wiki. Maybe that would attract some attention to the wiki which is a great resource.

I don't think POSTINGS of Tips of the Week would bring traffic to the website, as posts "disappear" as new posts come in, whereas if there were a [tips] button at the top of the website, that would be a constant visual reminder to both read and post tips. But I also think they should be archived in the wiki as well.
