Where is this found in documentation "setWindowBackColor( ToolWin, getSysColor(COLOR_DESKTOP) )"

I am wondering just where in Win32Lib documentation

that I might find such things as

getSysColor(COLOR_DESKTOP)

I am aware of the setBackColor

"such things" being system commands, functions ??
