I downloaded the latest open euphoria. I thought I could find webclay and how to execute it. Confused.

Webclay is not included with Euphoria. It can be checked out from svn at this URI: http://cowgar.com/svn/webclay2/trunk/

You need to have a webserver set up to use webclay.
