It is possible to have a file/path name with mix of different characters. AFAIK, starting from Windows 2000, all filenames are stored in unicode in the disk, whereas before that it stored using local encoding. To type a filename with mixed character set, you can copy and paste it from various sources, or switch the IME (input method editor) in the middle of typing. If you want to try go to control panel -> regional and ... -> Languages -> Details -> Add and select some other languages for the input method.
