This might be the cause of our different results.

eui.exe is the Version 4 Euphoria executable.

exw.exe is the version 3 Euphoria executable.

The change to eui.exe occurred after 4.0a3

I am curious, when you run the interpreter by itself, does it say it is using managed memory or system memory?
