I think you need to do this. It seems clear that something is not configured to have cgi work the way you expect it to.

Matt, I missed something. What did you suggest?

It just seemed to me that this thread was going in circles. I've never configured apache, but CK has, and I've done enough debugging to know that if he could see your configuration, he could probably spot the problem pretty quickly.
