The onClick is a javascript call that might be intercepting the click before it can go to the href call. If you take out the onClick parameter, does your link work (with or without leading slash)?

No, that didn't change anything. If I remove the first '/' then it looks in /web/cgi rather than where it exists, which is C:/AcuTrackWebDevelopment/CBSI/cgi. I'm close but no bananna yet.
