That's because the URL formed by the above is probably http://cgi/cgitest.exw, which doesn't exist. Without the slash, it resolves to http://localhost/cgi/cgitest.exw.

But why it doesn't work as a relative URL I don't know.

What is the name of the page on which this link exists? And does the page exist on localhost?
