Appear that you are not clear.

The Euphoria program is not called from command line or Open File Menu, must to be called from a web server program. If you have not a web server program running on your windows machine I suggest you Abyss Web Server. See free download at:

Apache is the best for Linux or Windows, but is bigger and complex
