This could be due to spam filtering by your service provider, or just because Topica has its own internal problems. Instead of using Topica, you can get individual EUforum e-mails sent via RSS. You just need an RSS reader, such as Thunderbird e-mail client, Opera Web browser, or many other free ones. RSS is actually better than using Topica, since you'll get prompt, reliable delivery of messages, and they will have syntax coloring. The messages will be retained on your machine after you disconnect from the Internet. I would recommend RSS over Topica for anyone who is having any problem with Topica, and even for most people who are fine with Topica. The RSS link you need is: http://www.listfilter.com/EUforum/messages_full.xml Just copy/paste it into your RSS reader.
