Sounds easy 
Store the month of the last vote. If it is the current month, dont let
them vote unless they havnt used all their micro money.
Another good thing would be the ability to see how much micro-money you
have.
Q: If you don't vote one month, is your micro-money carried over to the
next month ?

Hello again Rob,
Ok thanks, 100% within 24 hours sounds good, but
i was asking because i voted a few times and didnt see
the votee's micro$ change...and it's been at least
three days now.
