I'll be putting all the things that are in the control adding menu into
their own little toolbox window (like VB), so I'll do a new 'Window'
menu with 'Toolbox' and 'Properties' in it along with F3 and F4 keyboard
shortcuts to toggle the windows.

Try using a vertical scrollbar and I think if you make its height small
enough the middle bit will disappear, leaving you with only two buttons:
effectively a spinner.
