     I was wondering whether anyone has looked into the Ogg Vorbis sound =
format.. anyone out there attempted writing a library for it yet?

I haven't tried to write a library that actually reads the Ogg Vorbis file. 
But you can try out BASS in the Recent Contributions Page. It can play OGG 
Vorbis files.

If there is an ogg plugin available for winamp you can play ogg files with 
my plugwrap library. As far as encoding is concerned, I guess that could be 
done too. As long as you can find encoding libraries in dll format (or 
source code) and proper documentation about the encoding interface.
