I haven't tried to write a library that actually reads the Ogg Vorbis file. But you can try out BASS in the Recent Contributions Page. As far as encoding is concerned, I guess that could be done too. As long as you can find encoding libraries in dll format (or source code) and proper documentation about the encoding interface.
