What is this suppose to do? I'm trying to help iamscared on IRC build on Windows
98. I was thinking this would build from pre-translated sources so that Euphoria
did not have to be installed in order to compile it?

It's designed to allow a developer to translate the front end, but not 
compile.  Then we can distribute a source tree that doesn't rely on the
person doing the build having a working interpreter.
