In fact, it happended to me just yesterday. What happens once you are nuked ranges from being kicked out of IRC to crashing altogether, depending on the severity of the flood. There is no sure way to tell if you're being nuked; even if you did find out, it'd be too late anyway. One way is to look at your modem lights (on an external); if they go beserk, then you're being flooded. There are patches you can get for Windows (3.x,95,NT), and those might save you depending on the flood type. First of all, when you get nuked, it's usually in IRC or something related, so there is no "browser", just your client software. And in order to nuke someone, you can't do it thru that client; it must be done outside in an external program. Blocking nukes is only handled by firewalls as far as I've seen. They allow you to block incoming packets, such as the ones recieved in a nuke attack.
