Well, if the question is to write a 'fast' dll for Windows with a
free programming language I could suggest FPK if you want to program
with Pascal (Lazarus if you want to benefit from a GUI designer), LCC,
GNUC, OpenWatcom if you like C, and even considering some implementations
of Oberon if you like a bit of 'exotism'.
